Background
Since 1962
the United States has imposed comprehensive economic
sanctions against Cuba through numerous laws and
regulations, including the Trading with the Enemy Act of
1917, the Cuban Democracy Act of 1992, and the Cuban Liberty
and Democracy Solidarity Act of 1996, also known as the
“Helms-Burton Act."
On April 13, 2009, President Obama announced a series of
changes to U.S. policy toward Cuba. In particular the
Administration will ease limits on family travel and cash
gifts from the U.S. to Cuba, as well as authorize greater
telecommunications links between the U.S. and Cuba. These
measures come 47 years after the U.S. trade embargo on Cuba
began and follow the easing of restrictions on the sales of
medicine and agricultural products in 2000.
The speakers at this luncheon program will discuss possible
opportunities that Cuba could offer to New Orleans and
Louisiana in the future.
