economic growth and creating new and higher-paying jobs for their
communities. DEC members volunteer their time to sponsor and participate in
numerous trade promotion activities, as well as to supply specialized
expertise to small and medium-size businesses that are interested in
exporting. The DECs advocate for U.S. exporters and speak out on national

| Sean Hunter, the Deputy Director for Operations at Louis Armstrong New
Orleans International Airport, has been named Interim Director of Aviation
following the departure of Roy Williams, who is now the Director of the Salt
Lake City Airports. A national search is being conducted to fill the
position permanently. In June daily airport departures reached 107, or 64
percent of the 166 flights per day prior to Hurricane Katrina. Those flights
go to 34 cities, compared with 42 destinations before the storm. There are
about 12,300 airline seats serving the market, or about 60 percent of the
pre-Katrina level. Southwest Airlines added six daily non-stop flights in
June, making it once again the largest airline operating from the airport.
On June 3 a weekly non-stop flight every Saturday commenced from New Orleans
to San Pedro Sula, Honduras. The service is scheduled to continue through
August 5.

| The Port of New Orleans on June 22 approved a change in its Foreign
Trade Zone (FTZ) regulations to accommodate new business for Abbott, a
broad-based healthcare company. Abbott currently only exports goods from its
facility in Harahan, Louisiana, but plans to import products from
international Abbott facilities and consolidate them with U.S.-made
products. The products will then be packaged and shipped to Latin American
markets.
The Port worked quickly with the U.S. Foreign Trade Zones Board to help
accommodate Abbott, requesting a boundary modification on May 18 and having
it approved May 31. “We received a tremendous response from the Foreign
Trade Zones Board and were granted permission in very short order,” Port
President Gary LaGrange said. “This agreement will help grow business at
Abbott and at the Port’s docks.”
Foreign Trade Zones are economically beneficial to firms because foreign
goods can be imported and exported from a domestic facility duty-free. The
Port of New Orleans FTZ was modified to delete two acres from the Port’s
Napoleon Avenue Container Terminal Complex and adding the same size parcel
to Abbott’s facility on Distributors Row.
